HMRC changes its guidance for traffic management companies

From March 2025, HMRC has confirmed that traffic management services will come within the scope of the Construction Industry Scheme (CIS).


This change could have significant implications for businesses involved in providing or utilising traffic management services within construction.


All aspects of traffic management will fall under CIS, except the following two examples:


  1. When traffic management is used in non-construction circumstances such as Glastonbury or large events.


  2. Supplying traffic management equipment to a construction site but not installing it.
